This guide is intended to help QUALITYstarsNY participants submit responses for Standards that have conditional statements associated with them in the Standards Inventory Process.
Conditional Standards are indicators that are dependent on whether a participating programs serves a specific population of children.
If the program is not serving the specific population indicated by the Standards at the time when they submit their Standards Inventory, then they are “Not Eligible” to complete the Standard. If a program is “Not Eligible” for a Standard, it does not negatively impact the program's score in the rating process; instead those points are not factored into the program's overall score.
To summarize: If a program does not serve the population of children indicated in a Conditional Standard, they are not eligible to receive those points, and that does not negatively impact their rating. If they do serve the population indicated by the Conditional Standard, they must share whether they do not meet the Standard, or are uploading evidence for the Standard in the Standard Inventory submission process.

It is important that you follow these steps to correctly indicate and respond to Conditional Standards in the rating process. Incorrectly responding to a Conditional Standard could result in you not receiving the correct points for a Standard, or a Rater marking the Standard as “Incomplete” when they review your Standards Inventory.
